Responsible for labor relations advice and guidance on all labor relations matters involving the potential transfer of employees from Consolidated Rail Corporation (Conrail) to the Commuter Services Corporation until the various commuter authorities eventually decided to operate the commuter rail services themselves: MTA in New York (MetroNorth), New Jersey Transit, and SEPTA in Philadelphia. Commuter Services Corporation, also known by its statutory name "Amtrak Commuter", was established pursuant to the Northeast Rail Service Act of 1981 (NERSA) and was created for the express purpose of providing an alternative for the operation of the commuter rail operations previously performed by Conrail.
NERSA, Section 1133(2), 45 U.S.C. Sec. 1102(2), provided for the transfer of Conrail's commuter service responsibilities to other entities. Sections 1137 and 1145 of NERSA also added a new title to RPSA, Title V, sections 501-10, 45 U.S.C. Secs. 581-91 (as amended), authorizing the creation of a wholly-owned subsidiary of Amtrak known as Amtrak Commuter Services Corporation (Amtrak Commuter) whose primary function was to provide certain commuter services formerly provided by Conrail. See Special Legislation.
SEC. 1133. It is therefore declared to be the purpose of the Congress in this subtitle to provide for--

SEC. 1133. It is therefore declared to be the purpose of the Congress in this subtitle to provide for--
- the removal by a date certain of the Federal Government's obligation to subsidize the freight operations of Conrail;
- transfer of Conrail commuter service responsibilities to one or more entities whose principal purpose is the provision of commuter service; and
- an orderly return of Conrail freight service to the private sector.
