Responsible for corporate labor relations functions: strategic planning, negotiations, arbitrations, and contract administration for 22,000 employees under 25 collective bargaining agreements and represented by 13 labor organizations - 19 bargaining units/crafts. Managed the labor relations department with 6 direct reports (two in Philadelphia, Pa, and four in Washington, DC), 5 of which managed labor relation managers and labor relations officers from their locations. Functional responsibility for six field labor relations offices, each headed by a labor relations manager.
Senior Director 1/87 - 4/95
Responsible for arbitration, negotiation, and contract administration for 11 to 13 bargaining units. Chief Spokesman in Section 6 negotiations, and managed two directors, one in Philadelphia, PA, and one in Washington, DC. Participated in Carrier presentation to PEB 222; Carrier Board Member and successfully managed arbitration of dispute involving potentially $26 million liability; Carrier Member of Interest Arbitration Board resolving a mechanical craft labor-agreement; and Carrier representative in Congressionally established last-best offer arbitration procedure - post PEB 222. Chief spokesman in Section 6 negotiations, achieving corporate objective, including establishing greater flexibility and efficiency in mechanical operations and drastically reducing the number of rates of pay within a craft while aligning rates of pay with desired pay structure. Resolved unique and high-profile labor-management issues outside of Section 6 process by negotiated agreements: establishing Part-time reservation sales agents, contracting out of Data Center work, facilitating the sale of a major mechanical shop providing job opportunities and separations for employees while minimizing potential labor protection costs; and modifying labor contracts to successfully bid for commuter rail contract operations.

Responsible for labor relations function for 7 bargaining units. Chief Spokesman in Section 6 negotiations. Negotiated and implemented unique agreements outside Section 6 process: the assumption of Off-Corridor train and engine operations, including negotiation and implementation of complex seniority equity allocation formulas crediting prior railroad service, involving multiple railroads; the elimination contractual constraints and facilitation of the establishment of the Centralized Electrification and Traffic Control (CETC) centers; and the combined train and engine service agreement (one agreement with one union) for the operation of the Amtrak Auto Train Service and, later, renegotiated the separate agreements for train and engine service employees after the National Mediation Board (NMB) determination that split the unit into two crafts, engineers and trainmen, represented by two unions, but retained the significant positive economies of the original agreement.

Implemented the agreements for the transfer of Northeast Corridor T&E employees from Conrail to Amtrak and administered newly negotiated labor agreements for such employees.
