Professional Experience
Substantial experience in executive level management positions and more than forty years experience in labor-management, relations, negotiations, mediation, and arbitration. Experienced advocate, neutral, arbitrator, mediator, and hearing officer in both the public and private sectors, including transportation, health care industry, manufacturing, education, etc., handling commercial, employment discrimination, Americans with Disability Act (employment and public accommodations), and labor-management issues.
Prior to transitioning from advocate to a neutral engaged in arbitration and mediation, personally involved both in the labor-management aftermath of the most significant industrial restructuring in the history of the United States involving bankrupt railroads in the Northeast (1976), i.e., the formation of Consolidate Rail Corporation (Conrail), and in the restructuring of Conrail in the early 1980s through the spin-off of passenger rail and commuter rail services to the National Railroad Passenger Corporation (Amtrak) and to various commuter Authorities giving rise to the Metro North (NYC) , New Jersey Transit (NJT), and SEPTA (Phila.) Commuter Rail operations. Additionally, prepared Northeast Commuter Services Corporation and Amtrak for the receipt of the transferred employees and implemented the agreements on Amtrak for the transferred train and engine service employees.
At Amtrak, in addition to being a chief spokesman in Section 6 negotiations from 1984 through 1996, negotiated agreements outside the Section 6 process that substantially increased efficiencies at Amtrak and expanded its operating services.
